The Town Attorney and Town Manager have held several meetings and conference calls with the attorney and government liaison with Comcast to renew the Franchise Agreement.  Most of the revisions to the new franchise agreement address the sections on contract term and public, educational, and government access.  In 2006, the Virginia General Assembly enacted new law pertaining CATV franchising and right-of-way use fees (Va. Code §15.2-2108.1), which eliminated the need for many of the provisions in the former franchise agreement (2001).  

The draft revised Agreement is attached.  As a Franchise Agreement, it must be adopted as an Ordinance.  The Town Attorney will brief Council at the Work Session. The Public Hearing is tentatively scheduled for the October 9 Council meeting.
